Needs Statement

Social and clinical advances in the management of human immunodeficiency virus (HIV) infection and the acquired immune deficiency syndrome (AIDS) continue to occur across the globe. Significant accomplishments include reductions in HIV-associated morbidity and mortality, introduction of less complex medications and dosing regimens, more thorough understandings of the processes surrounding HIV infection, and development of stronger social program infrastructures. As efforts to combat HIV and AIDS continue, serious shortfalls and knowledge gaps continue to elude clinicians and researchers alike. An HIV vaccine continues to evade scientific progress with few tangible products on the horizon. Drug resistance continues to be the paramount shortfall to medical treatment and management of HIV. Resistance to standard therapy will eventually develop even among the most adherent of patients. Lastly, quality of life issues continue to plague those living with HIV. Medications are often associated with untoward adverse effects, large pill burdens, complex dosing regimens, and high cost. Clinicians, researchers, and patients alike continue to confront these issues while envisioning a point where eradication of HIV is possible.

In order to be licensed in Kentucky, most health professionals are required to receive specific continuing education on HIV/AIDS. All applicants for initial licensure must receive two hours of HIV/AIDS education approved by the Cabinet for Health and Family Services or the licensing board or certifying body. Applicants for licensure or certification renewal on active status must receive training at least once every 10 years thereafter, unless the licensing board or certifying entity requires more frequent completion under administrative regulations.

The Cabinet for Health and Family Services is responsible for reviewing and approving courses and professional school curricula that meet the specific requirements of Kentucky's statutes.
